What is the reference to priority to concert tickets?

I didn't think the planning permission permitted the stadium's use for concerts.

I asked whether concerts would be held at the stadium at a meeting before the plans went to the government for their rubber stamp (as it happened) and the answer was that Saints didn't want to complicate the initial planning application by seeking a licence but they were hoping to hold concerts there and would be looking into applying for a licence at a later date. There is no reason why they shouldn't be granted one given that the venue is purpose built to hold 18,500 people, albeit some of them standing.
